The below is a statement that explains about “dispensation” and our personal responsibility in regards to the serious obligation, excerpted from our Diocese of Orange: “While this discipline of penance and fasting is serious, it no longer binds one under pain of grave sin. For a sufficiently good reason (e.g., a special family celebration, an ethnic festival, Lunar New Year, etc.), one may dispense oneself from this serious obligation and may legitimately substitute another day of the week to fulfill this penance. It is for this reason, that there is no need for a specific ‘dispensation’ from the Bishop, lifting the penance for these days.”
